Area code for tel number from Russia

In what format do you need to specify the area code for the phone number in the delivery address to Russia? 8 or +7? PayPal does not allow you to register an area code in an international format

I have no doubt. But in the settings, PayPal does not allow you to set +7 ... On the attached photo, this is visible

use country code as the term.

my paypal has a drop down for the country when i try to edit.
