Hello fellow ebayers i need help from the more experienced , i recently bought a set of 5 new rims that cost
me 650 , they came scratched and i when i told the seller he wouldnt answer and i sent him a message saying if he issue is resolved i would file a claim of not descrived, he asked for pictures , which i complied , i sent him pics of the boxes damaged and pics of the 3 out of 5 wheels scratched and the 4th missing paint , he offered me a partial refund of 50 per wheel and he offered 150 and i told him 200 because of the unpainted one too , since i would have to repowder coat them and that would cost me way more, he finally said okay and said he would , and today i get a cancel transaction request? Is this right ? It says not to accept if i didnt get a full refund , keep im mind he is taking forver to reply to my emails

When a seller issues a partial refund, they do not get any of their eBay fees back.
This seller is trying to get his whole selling fee back which he isn't entitled to.
I wouldn't reward him

Decline the cancel request and immediately file and Item Not as Described return request. The seller is trying to avoid their responsibility to make this right.

You installed them so now you own them. Good luck on any type of refund.

If the refund is showing up in PayPal thank your lucky stars.
When you said that you mounted tires on them as soon as you did that you lost your eBay purchase protection.
As far as the request I think I would wait to do anything on that till the $200 is actually showing in your bank acct.

If the refund is in your PayPal account, accept the cancellation. The seller can’t reverse the refund. You have to transfer the money to your bank account if it’s currently IN your PayPal balance.

If you paid with a debit card then the refund will go to the card and should take just a couple days. I would wait a few more days before doing anything, to allow the refund to hit your bank account 🙂

Is the cancellation for the RETURN request or a request to cancel the entire TRANSACTION?

The seller would get back the final value fees e.g. $65 if you cancel.
Are you comfortable with lying to eBay?
