Returning problem

I am Rus seller, 225 Positive Feedbacks,one US buyer received my goods( and begins flame,factory package slightly dented . (who is to blame is unknown, me , buyer or services delivery)
few days I'm negotiating with ebay support and confirm return, buyer instantly open case,return box to seller-this purchase is damaged,I receive the final answer from ebay - RETURN MONEY TO BUYER! .OK,i use ebay service and return money to buyer and send my rus address to him.buyer  open new flame and say: I will not return this box if I don't receive from you shipping label.Case is closed, there is no options to add shipping label.add shipping impossible. EBAY:''For your future transactions, please ensure that you send the refunds only after you receive the returned product back. Again, I request your understanding that please resolve the situation amicably. I am optimistic that the buyer would able to get in touch with you''.

it's been more than a month,ebey is partially ignores my messages, I make a new attempt to negotiate with the buyer, but I have little ''this optimism''.

Returning problem

We learned early the hard way too don't refund the buyer first unless you don't want the item back.  It will close the case and you won't get the item back.  You could try sending a label to the buyer and request they return it to you since you already refunded.  But at this point they don't have to send it you.

Seller is in Russia ,buyer in USA,she cant send a shipping label from US to Russia.

she would have to send buyer money to ship the item back with tracking.

In order to sell successfully on Ebay,you need to learn how to handle returns and disputes,if you sell to anyone outside Russia,you cannot give them a shipping label,you h ave to send them money to buy shipping in their own country
