I contacted an Ebay customer service rep at 11:40AM CT today and still now at 1:50PM CT I am unable to connect on their website to list an item for sale.
According to the customer service rep, Ebay has an internal problem right now and their IT department is working to correct it.

I've seen a listing problem for a week or two now, but what I do is save the listing as a draft. Then I see a spinning icon that shows it is trying to save it. While that is happening, I open another window to MyEbay to check the status of my drafts.
If the item is listed there (and it always is), then I close the original window that I started the listing in. It will open a little notification bubble asking me if I want to close that window (and I always do). Then I can immediately open the draft and list the item. I just did that same process a few minutes ago. It's another glitch, but I haven't given up yet.
