It means you can relist this item by not offering to mark the parcel as “gift or low value" in order to avoid paying any additional customs fees, taxes, or other charges.

what does this mean?

stupidest thing I've come across.  in the description of the item it was marked as "a gift 40 years ago".   but I changed language to "gifted to" and it blew through and was listed.

Every government in the world requires pay to play service. Most have updated regulations across past 30 years to get around the declare it as a gift or of low value to get around duties/tariffs game. Parcels are normally refused or delivered back to sender with no postage refund.

 

This is the internet you are talking about & search algorithms or AI search language are key word or phrase driven to catch those issues before they are on the hook for it. Won't be the last time as we all run into them occasionally.
