So I have a question and hoping you guys can help, I had my first vero today all they did was unlist my item an this is what it started with.
- Your listing was reported by for offering shipping into the EU (European Union) or EEA (European Economic Area) without their permission
so I'm wondering if I could relist the item but just not offer international shipping and just keep shipping to the united states and be fine.
Thank you guys for the help!

would reach out to facebook business for e bay.
On the face it seems like you can relist just not to EU EEA. HOWEVER e bay is not a logical platform. If you just relist without clarification you could find yourself suspended for life.
TBH even if they told me I could relist I probably would not as they never stand behind what they say anyway.

I once listed a German magazine from 1941.
Of course, it had news about the NAZI's so eBay took the listing down and I got a similar notification about the legality of selling that in Germany.
I then relisted and prohibited it from being sold internationally. The new listing was not taken down.
Of course, I think they updated the "prohibited" items category and that magazine would fall under that.
It's a 50/50 chance if you relist without international sales....because eBay could either be OK with it....or ban your account.

Yep. Inconsistency is the only thing that is consistent with this problem.

It is hard because of the inconsistency of ebay, sometimes they allow things and sometimes they don't.
Genuine OEM HP 564 Photo Black Ink Cartridge Brand
HP 74A 92274A OEM Genuine Black LaserJet Toner Print Cartridge
These were the two items i got vero for and there are alot of posting and sold in the united states for them

Did the VeRo e-mail you received contain contact information for the person who filed the complaint? They are supposed to but my recent experience is that they are not including that information in the e-mails

Nope no contact info at all, this is what i got sent,

I copied this from the e-mail you pasted:

I'm not trying to be an internet lawyer, but if eBay wants us to contact the rights owners (often it's not the rights owners filing complaints, but large "watch dogs" whom are hired on their behalf and incorrectly report listings) they need to provide that information.
They really hang the sellers out to dry on these. Maybe an eBay pink (or whatever they're called now) can respond as to why eBay is not including contact information in these notices anymore?

I do agree with that, how am I supposed to contact the rights owner if there is no contact info given, I will probable not take a chance and just sell on a different platform just disappointing how much eBay does not help the seller, if it wasn't for the sellers there would be no eBay, you would think they would want to help us out more.

Below I copied the letter we received....
As soon as we got it... we removed international shipping altogether.... they restricted our account anyway because they wanted us to "click the exclude box." Even though removing international shipping takes care of the problem.... we were restricted anyway.
It also says we have violated this policy in the past.... although.... nobody can tell us when, or what items were involved.
We have NO PROBLEM with the law or following it.... we do have a problem with the logic that because we didn't click the box.... we are restricted. WAKE UP... removing international shipping altogether means we are NOT shipping to the EU European Union!!!
For this.... we lose 3 days of pay???? Our store and items cannot be seen!! ARGH!
And by the way.... you will gain offender status if you don't remember to change the exclusion box in your ended listings, and your inventory.... even if they are not active listings!!!
Message received:
Your listings have been reported by this rights owner for offering their product into Europe, in violation of their intellectual property rights regarding parallel importation. Please remove Europe and the United Kingdom from your shipping options (by excluding the whole continent of Europe as well as the UK), you should also ensure your listing description does not mention or offer international shipping (without noting that Europe is excluded.)**The purpose of this fair warning period is to allow you to bring your listing(s) into compliance so that you can retain your purchase history and GMV on the site. Failure to update the shipping terms of your listing(s) may result in loss of Fair Warning for this policy after multiple notifications.
Please ensure your current and future listings follow this policy.

Because you haven't followed this policy in the past:
- You have 48 hours to fix listings that don't follow this policy, or they will be ended and placed in your unsold items.

Listings will automatically be restored and show up in search results after the end of the temporary restriction.
- We have credited any associated fees except for any final value fee for your listing(s).

No it doesn't, to actual block shipping to a specific country or region you have to exclude, it has always worked that way on eBay.
