I don't think that program has changed for a long time. At least I don't remember it changing.
Go to the top of the screen. Hover over the My Ebay icon on the right and a drop down menu will appear. Towards the bottom it will say Messages, click on that.
If you are talking about messages here in the community, that has changes a few months ago. You can access them by clicking on the envelope on the upper right side of the Community screen.
