So i keep getting a make offer bid that is higher than the actual price of what brand new item sell for. Also the bidder is not a registered user with no history on ebay. And sends me his phone number in the notes. Anyone know anything?

He is attempting to get you to make a deal off of eBay. A serious violation which could result in your account being restricted.
He will send a phony proof of payment with a request you ship immediately. You will never get the money and you will lose your item,.

He wants your phone number so he can try to scam you without eBay being able to see the messages.

They are going to try to scam you, just decline those offers or let them expire.

The fact that they are not registered when you check them out after the offer arrives indicates that eBay has already given them the boot because they are definitely attempting to steal from you (and probably dozens of others).
When you receive this type of offer you should ignore them completely, any sort of reply will just encourage them to open a new account and try again.

You might consider refraining from using auctions style listings, DO NOT post best offers either, because that's also a scam magnet and list all your items at a fixed BUY IT NOW price with immediate payment required checked off. It's the only way to avoid these types. You'll get more serious buyers. Just a suggestion.

Yes, it is best to ignore, however, I don't know if it was "rolled out" to everyone yet, but they put back the report this message function on the eBay message page. It is found under the ACTION tab in the menu bar.
Hopefully, if it is utilized, it may dispense with the 'text me scammers' making offers by messages, and the phony "change of address" scammers that use a similar format. Prior to this, one had to contact eBay when they were not your buyer of record.

There was and still is the option to forward the message to spoof@ebay.com
The report button will be helpful but I'm not seeing it (yet?) on recent messages from buyers.
Slight revision to the above, I rarely go to My Messages to view or reply, I just reply directly from my email client. I just checked a recent message in My Messages and I do see the Report option in the Action dropdown.
I have no experience with Offers, don't use it on my listings and don't generally respond to unsolicited offers.
