we sent the wrong item to an international buyer.
help!!
we mailed it today. via USPS. it is going to the ebay center in Illinois.
will they reject it?
we sent a 1500 piece puzzle instead of a 2000 piece.
no one answering ebay help.

In your shoes I'd go ahead and refund the buyer. If you plan to ship using EIS on a regular basis, the last thing you want is a mark on your account for abuse of seller protections (ie: you ship wrong item and eBay refunds the buyer).
If the item was expensive you can file a package intercept with the carrier. There's a fee for the service.
I don't know if it's possible to ship a second package if the first can't be intercepted. EIS terms state only one package per order, so shipping a second package with the same reference number on the label could mean it's not forwarded to the buyer and you're losing a second piece of inventory for nothing. But if a recall of the first package is successful then you can ship the second package and alert the buyer it will be late.

Contact the buyer.
Apologize.
Ask if they want to cancel.
Apologize.
Refund.
Apologize.
Your best bet is to have the buyer cancel.
Then write off the puzzle and postage (US only , so there's that) as a business expense.
If the buyer wants to repurchase, set up a listing just for them (I use the buyer's eBay ID as a title, to keep the deal private).
If they don't want to repurchase, relist with Sell Similar.

When you get the puzzle back, and maybe before, contact the buyer and explain why there may be a delay in receiving their purchase.

If the buyer agrees to return the incorrect item, make sure they use a tracked shipping method. This way, you can monitor the return shipment and confirm when it reaches you.

I want to know if they actually inspect.

i'm curious about this too.
it is a puzzle. just one is 1500 vs 2000 pieces.
so that takes a bit more than "looks right".

At this point I would contact the buyer @end22207 and let them know about the mix up. Ask them if they'd be happy keeping the 1500 pc puzzle if you send them a partial refund to cover not only the price diff between 1500 and 2000 but something over and above for the inconvenience of receiving a different product. If they agree you can use the send refund action on the order and enter the amount agreed upon. If they say no, you can proactively refund to avoid being flagged for seller abuse of eIS protections.
Up to you, but I'd try to salvage the situation with the buyer since it's a similar type of item.

I checked my feed but didn't get a notification for your tag. Sorry @robbie31415 . To answer your question: I've seen rejections for many things, but not (yet) for SNAD. I expect eBay has a process in place to keep things moving and avoid repacking as much as possible, but I'd guess they're more likely to inspect pricier items like phones and gaming systems. Like I said, just a guess.
