i put an item on listing then sold it on another platform then ebay took 60$ from me and refunded the guy and i never took $60 from ebay

There is a whole lot more to this story than you are telling us. i.e. "ebay took 60$ from me and refunded the guy". If you didn't sell it on eBay then how did eBay know who to refund it to?

"If you offer or reference your contact information or ask a buyer for their contact information in the context of buying or selling outside of eBay, you'll be charged a final value fee based on the total amount of the sale even if your item doesn't sell."

Maybe OP was charged for ending an auction with bids early to sell the item elsewhere? But that doesn't explain the "refunded the guy" reference.
It's surprising how many people can't explain their issue or leave out key details.

If you had sold it somewhere else, you should have canceled the order and refunded yourself.
Sounds like you did nothing and the buyer filed an INR and you did nothing so Ebay took care of the buyer and when they do, they keep their fee's.

You sold the graphics card on January 24.
Based on what you say about ebay refunding the buyer, it's likely because he paid for the item and you didn't ship it. So the buyer filed an INR (item not received) claim. If you didn't respond to the claim, ebay stepped in and they refunded the buyer (from your account) and they also charged you the FVF for not handling the claim yourself.
When you list on more than one site, you need to end listings on other sites when it sells on one of those listings.
