return clam issue

I sent a guy over seas a record and listed as had wear and had no returns,

he got it and had he heard some noise, record is 40 years old,

I offered him his $5 off he declined, I than wrote him back and offered $10 off he wrote back ok, I went to pay pal and sent him the money but the claim is still open he wont respond after I asked him to end claim, and ebay wont answer there phone, any help??

There is an option within the return request to offer a partial refund. Since you and the buyer agreed upon an amount you should have offered it through the eBay return instead of sending it through PayPal.

 

Now you're faced with a situation where you can accept the return and pay for return shipping, offer an additional partial refund if the buyer will accept it, refund in full without requiring a return, or do nothing and take your chances. By taking your chances and doing nothing it's possible the buyer will also do nothing and let the request time out. It's also possible that the buyer escalates the request to a case. That would cause eBay to refund the buyer in full from your account and earn you a case closed without resolution defect. And the buyer will get to keep the item since they're over seas.

Put all of that information on to the case.

 

Then email ebay customer service and explain it to them. 

 

HOPEFULLY they will look it over and close the case.
