will the seller has to accept an item that has been broken the seals and changed the inside parts by the buyer and if he returns back deferent item? thank you

Yes you still have to accept the return and refund the buyer. You can report the buyer. If you are a top rated seller with returns accepted there are cases in which you can deduct up to half the price of the item.

If you offer returns then you need to accept returns. If the returned item is in different condition, before you issue refund you should 1) report the buyer, and 2) collect evidence and contact eBay for seller protection.

What evidence might that be? Your pictures of something you say is the wrong item or has been cannibalized for parts is not proof of anything as far as eBay is concerned. When tracking shows something was returned you have to refund.
You can deduct the loss on your tax return.
The only seller protection a seller has is tracking showing delivered should they file a not received claim.

eBay is not going to back you up and they are not going to give you seller protection to avoid refunding someone for a return. They might be able to do something after you refund but they are not going to do it before you refund.
Collecting evidence and calling eBay is going to get them to "deal with the case" and the seller ends up with a defect for not resolving the case themselves.

All of that is a common knee jerk reaction. But it is not true.
I just had a return that failed eBa'y stated policy "original salable condition". I deducted 50% and reported the buyer and included pictures of what I got back. They were so obvious. The buyer filed a complaint/appeal with eBay and eBay back me up.
And don't tell me I was just lucky. I have done this many times in the past and eBay always supported my deduction.
All you need to do is be proactive and follow the policy.

See my immediate previous post. And no, I did not get a defect. The buyer however earned one for abusing the return system. And they removed his feedback.

You took care of the buyer. That is the key.
If you had not refunded them first and contacted eBay, you set yourself up for problems.
Read my post again. I said "refund" then contact eBay.
