You might want to check international laws about importing/exporting seeds.
Here are the USDA (United States Department of Agriculture) import regulations:

A small sample from that document:
Plants and Seeds for Planting
To keep plant pests and diseases out of the United States, live plants and seeds for planting are not allowed into the country without a phytosanitary certificate (including shipments from Canada).
Issued by agriculture officials in the shipping country, a phytosanitary certificate verifies that the plants or seeds were inspected, are free from harmful pests and diseases, and meet applicable U.S. entry requirements.
If a prospective shipper is unwilling to obtain a phytosanitary certificate or tells you that one is not needed for your purchase, you should cancel your order: those plants or seeds from that shipper are illegal for import into the United States.

eBay is definitely against COVID-19.
I couldn't help but notice your account has been registered since 2015, and most of your feedback is from over a year ago (aside from four comments from Chinese sellers for conveniently private listings). You haven't left feedback for any members for over a year.

Changed their name and now they're registered in Sri Lanka since 2015
Selling seeds that I'm 99.99999999999% sure that they don't have the proper USDA import certification for.
Can't legitimately accept Paypal payments without using false information. The Ebay account is either hacked or purchased (or both - purchased from a hacker).
Ebay really needs to put the kibosh on these folks opening selling accounts until they can legitimately receive payments.
Oh, and to answer the OP's question: Ebay's response to Covid is for sellers to suck it up and deal with it. 😑

They banned the sale of face masks. That was the hot topic for weeks. Other than that, not much "response". Just business as usual.

So, now we know how some of these members from Sri Lanka are operating. Or do we think an eBay member registered in the US has perhaps emigrated to Sri Lanka?
I mentioned in another thread awhile back that I had seen a post in an eBay Facebook group from a guy selling dormant eBay accounts to people in Sri Lanka. I hope they didn't pay too much for them, because it doesn't appear those sellers have had much success . . .

You know, honestly it doesn't matter. Hacked/sold/stolen accounts aside, members living in Sri Lanka can't be paid, not through Paypal, and since managed payments isn't available, they should not be allowed to open a seller account. (of course, they would then just use stolen accounts from other countries, but that's a whole 'nother ball of wax...)
Anyone planning to bring this up on the weekly chat? If I'm around at that time I will, but I doubt I'll be able to make it.

They need to do something with these new sellers from Sri Lanka using fake, bought and probably some hacked accounts.
Ebay knows they can't except payments by Pay Pal legaly, so I don't know why they even let them sell.

I’ve been wondering if someone in Sri Lanka is promoting some sort of “get rich quick on eBay “ scam. Since many people there are living in poverty, it would sound very attractive to them. Then whoever is running the scam would ultimately get paid, but these people we’re hearing from wouldn’t..
If someone is running an attractive scam over there, it would explain why we’re getting a large number of questions from Sri Lanka recently.

The only SL that spoke up was on Ken's post recently and he came back on and claimed he was "getting threats" from other SL. It really is getting clearer and clearer that these so called accounts obtained were either bought, hijacked, because a lot of these accounts are from 2011, 2014??? And US based??? And PayPal isn't even available to receive money there, so fake addresses to obtain? The whole situation just smells.
