refunded a buyer because item didn't arrive. e bay sent partial refund. buyer is upset. i don't know why or what to do about it

Did you refund through a request opened by the buyer?

If so, you would have refunded in full the item price and any shipping cost paid by the buyer. If sales tax was charged that refund will go to the buyer under a separate refund.

Based on what you posted here that is all I can think of that might have happened.
