So I refunded my customer since there was some kepcaps missing for a keyboard and It arrived today but it is broken? I can't plug in the usb into the keyboard. What should I do?

Before I shipped it, it was working perfectly fine and now its broken and the customer returned it for missing parts. I can't even sell the keyboard again since it's broken now.

You probably got scammed. Buyer bought your working keyboard and sent you a broken one back. You should contact eBay about this and report and block the buyer.

I just checked your listings/sold listings and I wanted to tell you that you should sell high priced items when you have a low feedback score. You're a target for scammers. Sell your lower valued stuff first and then once you accumulate more feedback, you can start selling the high priced items.

Issuing a refund without a return is usually not the way to go. Often times when buyers write you about one problem or another they are just fishing for a partial refund or even a full refund but they don't want to return the item.
Since you have already refunded the buyer, there is nothing for you to do except cancel the transaction so you can get your FVFs refunded. Or you can call Ebay and ask them to refund your FVFs because you refunded. They will do that for you.
In the future if something like this happens. Tell the buyer you are sorry for any problems and please feel free to return for refund. Those that are fishing for money will likely tell you they don't want to return the item, they would just be happy to steal some of your money. Then you just tell them again sorry for any problems and please feel free to return for refund. Those that are just after money will likely just fade off into the sunset.

I didn't refund the buyer yet. I have till 10/18 to refund the buyer. I should probably call ebay right?

Your previous post said you had refunded your customer. "So I refunded my customer since there was some kepcaps missing...". I just went by what you said.
If you have the item back, you should not wait and just refund the buyer. Stretching it out my cause you to miss the deadline, then Ebay will force the refund and you don't want that. If you have the item back, refund and be done with it. If you do not have the item back, then you do not have a refund deadline yet or you shouldn't. But since you were unclear in you other post or said something different than what you did I must say I'm a bit confused.

I wouldn't call Ebay until you refund the buyer and the case is closed.
If you get them involved now, they'll refund the buyer, give you a defect for not handling the case and you won't get your fee's returned.
The buyers going to get a full refund, so you might as well get it over with.
