If tracking shows attempted delivery with 2 notices left by USPS and a buyer opens INR, am I covered for anything? It has not been sent back to me.
I will open a missing mail search with USPS and get the item sent back to me if possible. And I know that if an item is undeliverable, it is not covered under the MBG.
But I am assuming that since he opened an INR I have to send the refund to the buyer because it's showing not delivered, correct?
I would rather send a refund before ebay has to step in and take action if that's the case...

I assumed they would just return it to me after a week or so, but since there were no more updates since the 8th, I opened a mail search with USPS in order to "locate it" and have it sent back to me (they ask if the package should be sent to mailer or receiver).
Like @12345jamesstamps said, I don't want to refund if they can still pick up the item. I have no problem refunding the purchase price minus shipping if I receive the item back.
I have until the 22nd (next Tuesday) to respond to the INR.
Respond to the INR with the tracking number and if desired, you can add to the note section, "According to USPS tracking number (fill in the blank), attempted delivery was made on April 3, notice was left on April 3 and buyer never picked it up."
They will close the case in your favor.
