I declined an offer on an item,at the time i did not send a counter offer. I do want to send an offer to the buyer and need to know how to send an offer to the previous buyer. When i go to manage my offers there is no place to send another offer

If you declined an offer to a "potential" buyer, there is no way to go back and work to send them a "new" offer that I am aware of.  Once you decline the offer from the Buyer - the Buyer would need to send you a "new" offer.

If you can still find the buyer's offer message, just click open their profile and send them your offer in a message.
