I sold an item last Thursday, and the buyer still hasn't paid, I got a message from the buyer a few days after the auction ended, saying they would pay first thing this morning, but still nothing. I want to cancel the order and relist the item, but am wary if they could neg me, can they do this, and also, can I block the buyer and would they still be able to neg me, many thanks in advance

When a buyer doesn't pay, you dno't canecel; you file an unpaid item claim.  Do it today.  Here is the Help page about what to do if a buyer doesn't pay:

If the buyer doesn't pay, then after 4 days you'll get the option to close the case, giving the buyer a strike and getting a credit for your final value fee. The strike also blocks the buyer from leaving feedback.

To be honest, I don't want to wait another 4 days, I feel that almost a week is mugging me off, I would rather just cancel the order and block them, if I can, thanks

That's not how this works...unless you can afford to eat the defect.

Yes, almost a week IS long enough.  The unpaid item claim process can take as little as 6 days because you could have filed the claim 48 hours after the transaction.  But now you are off to a late start.  

 

You do not have a valid reason to cancel the transaction.  Cancellation is not an option.

If you cancel, the buyer can neg you.

 

If you let the Unpaid play out and they fail to pay, they cannot leave you feedback.

 

You don't have an eBay valid reason to cancel.  Not only can you get a negative, you will impact your seller standing by getting a defect.  Defects stick around for a year and can hurt your ability to sell (if you accumulate too many - and it doesn't take a lot)

 

They may still pay today.  It's early on the east coast and even earlier on the west.

Meaning you only get so many defects to play around with before higher fees, restrictions and suspensions kick in.

Certainly, if you follow the procedures. If you don't you will find yourself restricted from selling quickly, or worse...NARU'd.

 

Maybe you should spend the day reading ebay policies.

Bidder not paying is a valid reason to file the unpaid item claim.  Bidder not paying is not a valid reason to file the cancellation unless the bidder requests it.

 

Blocking a buyer from bidding does not block the buyer from leaving feedback.  If you want to prevent a nonpaying bidder from leaving feedback you need to file the UID.

It kind of is, but not the way you want to do it.   Immediate cancellations for non-payment are NOT an option.

 

To end a transaction for non-payment, you must file the Unpaid.  Once opened, the buyer has 4 days to pay.  That's how it works. 

 

Immediate cancellations can be done if the buyer asks, there's a problem with their shipping address, or the seller cannot perform.  If you cancel now, you'd be refusing to perform.

When a seller blocks a buyer it does not prevent them from elaving feedback.I think this is a good thing, because I do not believe a seller should be able to avoid negative feedback by simply blocking the buyer who had a negative experience.

 

The proper course of action for a non-paying buyer is to file an unpaid item dispute. see if the buyer pays, and if not close it and relist.
