I am a seller, I sent the buyer the wrong item, I want to now send the correct item, and buyer can keep the other item.

I just made the same mistake. I just input the buyer's address into my postage program (Endicia) and sent him the tracking number. I guess you can't do this with ebay's postage?

Just purchase another label and send it, let the buyer know of the mistake and they can keep the wrong item.

You do it the same way you did it the first time.
Go to the transaction in the seller hub.
"Print another label"
The tracking number for the 2nd label will automatically be attached to the transaction.

You can print a new label add the new tracking numbers to the original package

I would message the buyer and offer an apology for my mistake. I would tell them to please keep the wrong item sent and do what they wish with it, and that the correct item is on the way. I would include the new tracking number as a courtesy. I would also ship the item Priority mail at my expense.

Based on your feedback, it looks like this was already resolved, unless it happened again. Also, based on your experience, I’m afraid to respond for fear of insulting that experience.

You kinda answered your own question.Mail out the correct item...you pay for postage.
And having buyer keep the wrong item is what I would do.
Hoping you notify buyer before wrong item arrives.
