I mailed item from Texas on 2/14 but due to extreme weather item is delayed. Buyer now wants refund but when I try to claim lost item with tracking on ebay standard envelope shipping am now expected to wait 30 days to file claim. How is that fair

Fair? I don't know but that is how things work with just about every shipping company on the planet. It's only been 10 days since you mailed it, certainly too short a time to for anyone to consider it lost especially given the weather delays in your area.

I just got INR for item 12 days late 

It's a Blu-ray move and I'm just going to refund and move on and get the customer off my back.
