Its almost impossible to call ebay from someone in the USA.
Maybe you can let others here answer any questions.
Otherwise, CS is usually I believe still in the Philippines...and they can't really do anything...but they are very good listeners.

You can't call eBay or reach a real person because individual people are considered worthless to eBay. Fact. Money is the only thing that matters to eBay.

Good luck - Even if you get someone on the phone, you'll get the run around on basically any issue. Ebay doesn't care, they just want your promoted listing bucks and the fees they make off you

The phone reps have a terrible reputation for getting you off the phone as soon as possible even if that means giving you the advice you want to hear instead of the advice you need to have.

The social media Chat accounts are covered by trained eBay employees with some authority.
And you get a transcript so you can compare what you heard with what you were told.

Most problems with transactions come down to.
You are the seller and you haven' t been paid.
You are the seller and you haven' t been paid but you shipped anyway.
You are the seller and the buyer wants to return the item but you have a No Returns policy.
You are the seller and the buyer wants a refund.
You are the seller and buyer returned something that was not how it was sent.
You are the seller and the buyer says they have not received their purchase.
You are the seller and the buyer says they have not received their purchase but tracking says it has been delivered,
Which is your problem?

I used to before eBay cancelled all their support phone numbers. Use a Duck Call or a Phone Call and you will get the same results (maybe more ducks with the duck call).

Not sure if everyone can do it, but my account is set up where I can have eBay call me and it's typically in under 3 minutes and it's from someone in the US. The CS reps have been quite good for some time. I use it quite frequently.
