eBay will do nothing for you in that situation. You refunded, to them that's the end of it. If your buyer is honest, you can either send them a return label if they are willing to return it, or send them a PayPal invoice if they're willing to repay you, but it will happen outside of eBay (that's allowed, since you had a transaction with them on eBay). Both options depend on your buyer being honest and willing to work with you, as there's nothing that eBay will do to force them to repay you or return the item. While I understand what you did after getting that response from the post office, it's unfortunately not a place where you have a lot of options.

@charles053-1 Brightlight is correct, and eBay CS can't do anything about it, they don't roll back refunds (in fact, they don't do much of anything). Your next step is to contact your buyer and explain. Most people are honest. Good luck on this!

Tracking completely failed on two items

Did you buy your postage on eBay?
How did you ship them i.e drop them off at the counter and get a postage receipt?
Have either of the tracking numbers show movement at all on the USPS.com site?

LOL!!! That seems like the only option! But my problem is not that serious. Tracking completely failed on two items I sent each worth about 300$. The post office said in person, face to face when I went to see why absolutely no tracking was being reported, that they NEVER received the items. WEll, long story short I issued a refund to one buyer, and literally was in the process of issuing the second when I got a message that that item had just arrived! And now I wonder if the refund can be rescinded, or do I hope the buyer just doesn't get the item and stiff me? I've contacted them about the situation. Suggestions? I'm selling a collection of mine because my mom is going down hill from covid and we need ALL the funds we can muster.
Not understanding what you mean by "tracking failed". How did you get the items to the post office? Was there ever an initial scan indicating that USPS was in possession of the item and the tracking simply did not update during transit? When you say the item "had just arrived" was that arrival to the buyer or to the post office?
Why did you issue the first refund did the buyer open a INR case with eBay or a chargeback with their CC company? Additional information would help and possibly you will get some suggestions on what to do on future sales to avoid a repeat.

I bought the shipping labels at the post office. No information on the tracking ever showed up on ebay, then it said the labels were purchased and the post office was waiting for items to ship them. That's the last info ever posted by ebay, no "shipped" , no "out for delivery", Nada. One of the figures is already at its destination. The other I prematurely gave a refund to the buyer. I'm pretty sure the second buyer got the figure; do I have any recourse if the buyer decides not to send the payment and keep the figure? Or is this a "learn it the hard way" situation where if the buyer is honest and receives the figure and resends the payment, I'm good, or has his money back, gets the figure and decides to keep it and burn me for 300$? I'm thinking since the post office dropped the ball really hard, I'm kind of boned here. There is no record of the shipping numbers they gave me ever actually being shipped, though I have one buyer's confirmation that his figure is in hand, and they were shipped in the same trip to the post office. I'm thinking I just made a really stupid mistake because I sent the refund before a complaint was made.

On each Ebay page there is a link to contact Customer Service at the top of the page and again at the bottom of the page.
I would suggest that you contact Ebay for Business on Facebook, Instagram or Twitter for the better trained CSRs.

I am going to assume you entered the tracking information into the order on eBay and that you entered it correctly. If you purchased the labels at the post office, bad idea by the way since you pay full retail, did the post office official scan the package and give you a receipt?
How are you checking the tracking if you are going through the tracking link in the eBay order it is sometimes out of sync with what USPS tracking actually shows for some odd reason. You are correct about the refund you should never simply refund the buyer for an item you just believe has not arrived and for which the buyer has not opened a case. Unless the buyer is nice and wants to pay you anyway there is nothing eBay will do to "reverse" the refund. If the buyer wishes to pay you back that is something you will have to work outside of eBay since you cannot do it internally. EBay considers the actions on that order closed.
Just curious as to what area of the country these items shipped to an when. There have been, and continue to be a LOT of natural disasters that are impacting carriers abilities to move items.
