I sold the ring on Ebay for $750 and I shipped it immediately. I did not understand the limitations on Ebay about the signer being needed for the amount of $750 or more. The buyer almost instantly made a claim that he had not received the ring and showed his intentions to try and get a refund. I then looked up his record and realized that I was being scammed. I have the packing label as well as the receipt from USPS that shows that the package was delivered. I googled the address and name on the shipping label and found a criminal background of the purchaser of the item which is long and extensive. Most of this is theft, breaking and entering, and grand theft auto. I know i may lose my money now but it is more about making sure that this does not happen to someone else. I know the States Attorney General and have sent her all the information in the case and she is seeing what she can do for me in the consumer claims division. I know she will do all she can for me. Is there anything else that I can do?

This is what USPS tracking says:
The U.S. Postal Service was electronically notified by the shipper on April 17, 2018 to expect your package for mailing. This does not indicate receipt by the USPS or the actual mailing date. Delivery status information will be provided if/when available.

That was created because of the label you issued. Any time you create a label, you create this much tracking. It doesn't appear as if he's mailed it back yet.

He has now given something to the post office....I am having them hold the package at the post office so that I can open it in front of a postal worker... I do not want them delivering this to my office

You don’t need to do that. It won’t help you.

@missjen831 wrote:It was $750 exactly and ebay's policy says the total cost of $750 or more requires SC. Its an ebay SNAD now. No INR was filed with PP.
Ahh, I always thought Ebay and PP mirrored each other in that respect. Learn something new every day! Ebay is indeed $750 or more.

Note: We require signature confirmation for transactions of $750 or more. Having signature confirmation can help protect you if a buyer reports that they didn't receive an item

@rowtid Regardless of whether or not you had Signature required the Buyer could have simply processed a SNAD claim forcing you to pay return shipping and sent back a few pebbles from their back yard. There is little protection against criminals operating like that on online sales venues that allow that type of return AND are montiored by an uninvolved 3rd party who provides the sales venue but has no physical contact with the item in the transaction.
I am really sorry about your loss ...

Just so you know: Just yesterday I received a package that the post office said was delivered on 9 April - I got it TEN DAYS AFTER they said it was delivered. I told them that it hadnt arrived, they said yes it had, too bad nothing you can do, not our problem. I told the seller and asked them to look into it about a week ago. They said they would ask THEIR PO to confirm delivery. Then BOOM - there it is in my mailbox yesterday. The package that wasnt "missing" and that already "had been delivered" AND THAT NOBODY WAS LOOKING FOR. Uh-huh.
So if we are going to make postal delivery confirmation the gold standard for dispute resolution, then it needs to REALLY CONFIRM ACTUAL DELIVERY. God knows "tracking" is pretty worthless - it only works when they actually scan packages and track them...

One thing you can do is not to ship things imediately. Wait at least a few days - I wait until I've checked out the feedback and history of the winner/buyer (and the money is in my bank, not sitting in PayPal). I once had a buyer with zero feedback, so I rejected the purchase and blocked them. Better safe than sorry.
