Yeah, refund your normal shipping charge when a repeat customer buys something from you.

I don't see how you could put it in your listing (what if a new customer buys?), but you could issue a s&h refund to repeat buyers... when you recognize your buyer to be a repeat buyer, that is.

not sure what's available......but you can send coupons to your previous buyers..........may include free shipping or something else you could use...........

"Repeat buyers" are my "bread and butter"when times are slow...tell them any items purchased...shipping charges will be refunded.

Perhaps doing free shipping on all domestic items might help. That's what I do. You should be doing free domestic shipping. Or try on a few  for free domestic shipping and see what happens. You got like 5000 listings. It can't hurt.

You are basically selling the same items.

Short answer: No.

There is no way to offer free shipping to repeat customers and and standard shipping to new customers.

Coupons, if you have a store subscription, and then you can give the coupon code to repeat buyers or print it and include it in the box with your packing slip.

     Others have already responded with some good suggestions. The only thing I would offer is you appear to sell a LOT of lower cost items with low cost shipping so you may create yourself a nightmare book keeping situation trying to figure out and keep track of your "repeat" customers. 

     Like anything with some customers once you head down this road it's hard to come back with regards to customer expectations. How are you going to handle the customers that got the free shipping/refund on one of their orders but you missed it on their latest one. How are you going to absorb increases in shipping costs since those will begin at some point to eat into your profit. 

     What is your goal in doing this in the first place??
