why we are being charged 2 final value fees i noticed this after manged payments started

What did the item sell for? Was shipping free? Did the buyer pay tax on their purchase?
What carrier did you use to ship the item?

no this is on every sale weather its 1 or 5 i offer free shipping i have a basic store

yes ebay charges sale tax but i never see that

You might not see it, but you're charged a fee for it.

eBay's final value fee has 2 components:
1. The variable fee - the basic rate is 12.55% of the buyer's total payment. The percentage may vary depending on the eBay category used for the listing.
2. The fixed fee of 30¢ per order. Remember the Paypal fee, which was 30¢ + 2.9% ?
Payment processors have this fixed, per transaction fee.
