As a buyer, I use feedback all the time to vet sellers.
Sellers can use feedback at least to vet buyers who make best offers or even those who bid on auctions (if a seller is so inclined). It wouldn't, of course, be the feedback a buyer has received that would be of note--it would be the feedback buyers have left for other sellers.
So it's not useless. Not at all.

We still need feedback for sellers because most buyers want to see the feedback before they buy, especially when buying used items.
We do not need feedback for buyers except for the purpose of causing more buyers to leave feedback for sellers.
I believe it would be all right if feedback for buyers were eliminated, but that would cause fewer buyers to leave feedback. Instead, we should have a place which shows every item the seller has sold during the past year, and whether or not the buyer claimed that the item was not as described.

Actually, I use feedback to check a bidder's feedback left for others and their retraction record. Admittedly, the feedback they have received means nothing and hasn't since 2008 but it does have a useful purpose in my opinion, as I've stated above.

Actually as a seller,
I have used buyer feedback to make decisions on offers.
I had a $1,000.00 item (free shipping) (and US only)
I received two offers, $800.00 and $900.00
I looked at their feedback as buyer.
The 900.00 offer came from a member who never (according to their fb) bought anything for more than 25.00
They had no selling activity on that profile.
The 800.00 offer came from a member who had bought rare items such as mine in the past, paying sometimes 1000.00 or more.
That member also resold those items for a profit to Europe, where they were in higher demand.
I sold to the 800.00 member.
