I make a sale to China from Argentina, customs delayed the shipment and says I need to fill a personal effects form or self-clearance is requiered. Is there a number like the ISSO that is used for the European Union? Or does anyone know what I should do? Thank you!

Self clearance is required by the BUYER, you need to notify the buyer and have them do it.

FYI - eBay does not have an agreement with China that is similar to the EU, buyers must pay any taxes due on arrival.
