This is primarily a US based seller forum so most of us are not familiar with Payoneer but it is analogous to the link between our eBay account and our checking account. In your case there is something wrong with that link or with your Payoneer account.
I would suggest checking with Payoneer first to make sure your account is established and functional. If not fix that problem first. If your Payoneer account is working and functional then check to make sure the link you have established in eBay to your Payoneer account is correct. If both of those appear to be correct then you need to contact eBay through one of the social media sites.
