So I received a payment a week ago in the form of an eCheck. It was supposed to clear by today.
I just got a notification that he's sent another eCheck (but I never got notification that it was decline or anything like that, I'm assuming what happened was that it bounced, and Paypal tried to withdraw funds again).
This is a high scam item, so if there's a way I can terminate this transaction due to bounced eCheck that would be good.
I've been previously advised I can file an unpaid claim, and if it bounces in a few days (when it's supposed to clear), I'll be able to close the transaction out and recoup my fees.
Recouping my fees isn't high on my list of priorities, resolving the transaction though is.

Do you know for a fact this eCheck was returned due to NSF?
If you do not, there's no reason to proceed.
You need to be sure as to what exactly is happening.

...bounced check (included eCheck) = non-sufficient-fund of insufficient fund, account is short of money...also that account (where the check came from) does not have overdrawn protection from the bank...

Funny you should say that. The buyer is ticked that I'm not "accepting his payment ".
I have open dialogue with PayPal and followed up with that comment. Afaik you don't accept payment even echecks.
I'm going to reply tomorrow once I've had time to think about what to say. I need to make sure I'm on the ball and the migraine I have tonight is preventing that.

I'm not going to tell the buyer I think it's NSF. I'm just going to tell him he needs to contact his bank. It will give him a chance to save face if this is legit, regardless of the reason it bounced.

I have never understood this, but PP doesn't send notifications to sellers for refunds or for an echeck that has cleared. Silly, but that is what they do, well don't do.
If it were me, I'd protect myself and file a UID. You can do that as you have not been paid, so it is an option for you. Make a note of the date and time and in 96 hours and one minute, if you don't have clear payment, close the UID for non payment. Filing this UID will protect your FB too.
You can let your buyer know you are doing this because the payment is past due and it is the procedure you follow. Just leave it at that. Something simple and not meant to get your buyer all upset.

I can't file UID. The system won't allow it. The csrs that are telling me to do this are wrong.
That being said it won't allow me to cancel either because a payment is pending.
As mentioned in my other post today the buyer is ticked that I'm not "accepting his payment ".
I call scam.

Not everything that doesn't go smoothly is a scam.
I'm surprised as I know I've done this in the past. So unless something has changed it should work.
So are you saying that in Ebay the listing shows it has been paid?? If that is the case, you have a larger problem.
If it isn't showing paid in Ebay there should be no issue in opening a UID.
If you have the automated assistant turned on, turn it off first or you won't be able to file the UID.
OK got to the listing and click on the option to mark in UNPAID. Now try filing the UID.

That's not going to work.
It shows up under "awaiting payment", for status it says "Awaiting payment - view paypal transaction". There is no option to "mark unpaid", but "mark paid" does actually show up as an option. So eBay knows it's not paid.
eBay also knows an eCheck was sent and is waiting for it to clear (or cancel) before allowing me to file an UID (or cancellation). I reached out to another CSR today and the CSR verified that I can't cancel or file an UID because the payment is pending and may clear after.
She told me nothing can be done until it cancels (which Paypal says will be by June 2), or until it clears, if that's what's going to happen this time. But as soon as it's cancelled by Paypal I can file an UID. If it clears then I'm expected to ship.
I don't think it's going to clear, especially not after the message I got from the buyer.

Don't ya just hate it when that happens? Frankly, back in the days when we could take paper checks I never had one of those bounce, but had quite a few echecks that did.

I'm 100% sure its a scam. Especially if the guy told you hes mad your not accepting his payment. Thats scammer talk right there. lol. I spoken to a lot of scammers here on Ebay that tried to rip me off so I know.
If the CSR says you cant do anything until June 2nd than wait until June 2nd to start the cancellation process. I assume it will take another 5-7 days before you can officially close the case.
Unfortunately that just how it is. Scammers take advantage of this system and try to delay you from being able to sell your item with fear. But since you know hes a scammer just relist the item and sell it again. lol. That what I always do.
I assume you did a bid listing. I would recommend just doing a "buy it now" listing with "immediate payment" required to avoid any echeck scams.

Not a bid listing, I don't do bids on expensive stuff because I'm never happy with how much it sells for. Usually it's various junk that goes for a bid (to get rid of it cheap, or possibly get something for it).
I also don't do IPR because I have customers that want to combine, and the shopping cart doesn't combine on Canadian sales, I need to invoice.
I'm doing my best to be accessible to my customers but at the same time I will find scammers among them to.
As for this buyer being a scammer, I replied back with quotes from Paypal about how I'm not required to accept a payment, blah blah blah, and told him to contact his bank if he's concerned about the payment.
