When listing an item the shipping options are way way too confusing (like about 25 different options) none of which I understand.
Global shipping nowhere to be found.
Return policy all jacked up.
Could this be just a "glitch" or did eBay lose their mind again?
Somebody please advise.

Sounds like eBay Business Policies got turned on. Shipping Policies will generate a lot of similar options for the same options used. Dozens if not hundreds or more.

What exactly is the problem?
I looked at two of your new today listings (the newest at one from a few hours ago).
They both show what appears to be proper shipping for the US and GSP is offered to International buyers.

I know. I was listing today without problems until about 3hours ago.
The shipping options for me to choose from are now too numerous to understand and very confusing ...like for example : USPS priority #10, #8, #6, #5 etc USPS 1st class #4, #5, # 6 and so on.
Then no choice for me to offer Global Shipping.
Then there is no option for me to have shipping destination exclusions.
It's a mess...at least for me and I've been on eBay for years.
Hop this is just a glitch.

I had the same issue and spent a frustrating hour in the customer service chat room with no resolution or reason.
Then I stumbled upon this thread and richard cm was correct that Business Policies was turned on.
So, after much searching I found where to turn it off... My eBay>Account>Business Policies>Opt Out (tiny letters on right side of screen below blue search box).
It looks like eBay turned on Business Policies without any warning and as a result all of my listings changed in the shipping and payment details sections.
Apparently, everyone will be required to use Business Policies at a later date. Some notice would be appreciated (unless I missed the memo). Also, presenting the new information / options needs to be more user-friendly than what is currently being offered.
So glad I found the Opt Out option -- now my listings and templates are back to normal. 🙂
