I'm giving up selling International ebay the new International Standard Delivery program keeps losing my items and can not get a good tracking number out of them and then I have to refund buyer because they lost the package . Not right when ebay lost the package

Yes, I had just started using it a BIT in February and had some adventures trying to get tracking #'s for my buyers, too. In March, when Covid slowdowns started, I stopped printing any Ebay International program labels (I would just switch the transaction to USPS 1st Class International or cancel/refund the sale for reasons of "problem with address") <--(The problem with the address being that there was no reliable service available to that destination.)
I let a few slip through and they went okay, although buyers got nervous as stuff bound for Japan would go from LA to Frankfurt to Japan, etc., but overall, I will only use this program for shipping if/when all Corona delays are known to be cleared up.

Both tracking numbers, the one going to the ebay shipping center and the one for the international address is on the label when it is printed.
If the item is lost, there is automatic insurance up to $100. All they ask is for the buyer to email you thru ebay that they did not receive the package and that the tracking shows it was not delivered.

It is insured for up $100 so no you can get your money back.
