An eBay seller is selling items with pictures which are my intellectual property. They do not have my permission to use my pictures or sell this item. The item is handmade by me, and no one else makes it.
The eBay seller scraped my listings off Amazon Prime, and I assume they plan to drop-ship from Amazon because they're not in actual possession of these items. From the eBay article on drop-shipping, "However, listing an item on eBay and then purchasing the item from another retailer or marketplace that ships directly to your customer is not allowed on eBay."
I sent a Cease and Desist letter to the seller and they haven't replied. Is there a way to file a complaint with eBay?

GemFire - happened to me at christmas time as well. Took me a minute to figure it out as well. Burned my butt that the Amazon seller was selling my items at 2x's my price - my pictures my desc. So I got to thinking about it - well I set my price didn't I? He paid me what I was asking for right? Thing is - I made sure everything got shipped in a eBy shipper - put a little card in the package with the eBay item number and moved on. The seller at Amazon NEVER contacted me to ship discreetly so I didn't. Figured I'd just drive the real buyer to eBay. Didn't last long trust me - pretty sure he caught some heat.

I would consider buying my own product through the listing to get this seller's contact information, then ban or block them from purchasing. Presumably it should be easy to ID them when you get notice to ship your item to yourself.
Plus that way they are 100% busted in the act.
That is a darn good question. Not to my knowledge. Your option is to cancel the transaction as it comes in. Or if you have enough proof built up, you can contact Amazon and ask them to step in.
You could contact Amazon, explain the problem and ask how to best resolve it. Maybe they would help.

Unfortunately it's a problem everywhere --- greedy people with low/no scruples.
I can speak a little about how Amazon works. Customer Service (Seller Support) people are pressured to answer questions in a certain short amount of time. Sometimes you get someone who is very knowledgeable, and sometimes you get someone who is clueless. If you get clueless, ask to elevate the case. (You've already spoken to several unhelpful reps.)
If a manufacturer takes a picture of their product and publishes it, that's considered a copyright for their intellectual property. If someone else takes a picture of an item which they didn't manufacture --- I don't know. However, pictures have meta-data on when/where they were taken, if that's any help.
Amazon allows you to have a free account if you sell less than 30 items/month. You still pay sold-item fees. If you go this route, you can piggy-back off your picture thief's listing, and your listing will show up on their listing page as a generic clickable link "also available from x$".
You may be a one-person business (as many of us are) --- but if you're an authorized manufacturer's rep and that other person isn't, the manufacturer will probably be happy to send a Cease and Desist letter to the person changing their information.

To answer your question regarding the use of your images:
Ebay has a reporting program called VeRO (Verified Rights Owner Program). This is where you need to report use of your photos, if they are coming from your Amazon listings:

There is a link right there in the center of the page to report a violation.
Although you may get some assistance from customer service, the VeRO system will get you faster results because that's what it is designed for.
