can someone help me? so this item I was looking at bidding starts at a certain price but you can also do best offer? I thought Best Offer was for BIN?

Last October, eBay started an experiment with adding "Best offer" to auction format listings.   Lately it has been showing up automatically when sellers use the Quick version of the listing form.  When the auction gets a bid, the BO option disappears.

You thought correctly, but for a change Ebay made last year that may include a Best Offer option on an auction listing.

Seller may or may not know the Best Offer is there, may or may not know how to removed it, and may or may not be agreeable to considering a Best Offer.

But you can try it if you want to!
