You have to sign up with the government in Sri Lanka to be an eBay seller and get a Payoneer account.

Did you register as a business with the government in Sri Lanka? Like any country you likely need a pre-planned method to pay taxes.

That does not matter if you plan to sell you are in a business activity and responsible for all taxes. To sell you must register.
