Wow. It's amazing that people do stuff like this and have such little regard for their personal name and reputation. What are you gonna do to handle this?

No other option but a refund to buyer. Unless you showed proof to ebay that you shipped your item, Ebay will almost side with the buyer and you are out of luck my man.

You have been really, really fortunate in those 20 years.
2 years ago, I basically could say the same thing - 16+ years and no real fraud or scams. After the past 2 years - it seems it comes up fairly regularly. There is always a new scam that seems to be awaiting every seller.
First - go and BBL this Buyer.
Second - report this Buyer for FRAUD from the Transaction View drop down menu. It likely will not change your situation, but may assist the next Seller.
Third - you can file a postal fraud report online and I would take the box to the post office and speak with your postmaster, so they can call the postmaster at that zip code and FLAG that location address as fraud. They often will assist you in filing the online report as well.
Good luck. So very sorry about this. Remember to detail this for your taxes as a loss.

Report the buyer, add the buyer's ID to your blocked list on ebay, & just issue a 50% refund for the return.

My opinion.
If it was a low priced item: Forget about it. Take the loss, block the buyer and move on.
If it was an expensive item: Report them to ebay, local police and IC3.

Some people just like to "steal" from on line sellers too - just like they do at the B & H stores. Plus, there is less risk in getting busted.(no security cameras).

I did everything correctly but Ebay still returned money to the buyer! I even sent them a picture of the empty box, plus my original listing, plus the messages between the scam buyer and me ... still Ebay did nothing to help. Of course the "empty " return was NOT insured so the PO is not liable...AND OF COURSE I CAN'T LEAVE NEGATIVE FEEDBACK!!!! Ebay certainly DOES NOT protect their sellers!

I would start with making sure that this was not just a mistake from the buyer.
Once I determined that it was actually fraud I would report it to the USPS, the IC3 and the buyers local police department.
If the buyer was not in a large city I would give the buyers local PD a call, they may be familiar with them.
I believe that the main thing is, do not just take it, fight back.
If everyone who was scammed did this it would help.

Did you ever see a sign posted by a very large factory with hundreds of employees and they have a great big sign saying that they have went 5,256 days without a lost time accident or something similar?
This is something that can be verified by checking the osha filings.
How this is done is that some companies know how to play the game.
If someone breaks a arm at work, they set them in a room and give them a box of paperclips to count
until the arm is healed.

I have had this happen to me about 15 times and have lost about $20,000 in theft over the years. The empty box scam is probably the most common scam. eBay has never once sided with me as the seller. I took theft into account each year and wrote it off on my taxes. It is the price of doing business here.
Now since the authentic guarantee program has started, there has been no theft and I am grateful for eBay for finally stepping up.

I have done everything that I can think of, I just wish Ebay would step up and protect their sellers!

It was an expensive Gold Necklace! If it was just a cheap item I would not make such a big deal about it and chalk it up to scammers are EVERYWHERE! BUT EBAY needs to protect the sellers! This is not how this site is supposed to work, both buyer and seller need to know that Ebay has their back.

Honestly you are super lucky that this is your first time in 20 years. I am quite shocked about that!! I agree, eBay needs to step up more when it comes to theft. Unfortunately, the buyer is still always catered to. They have implemented some things to help combat theft, especially in the luxury category, but there is still a lot more that needs to be done. I am sorry that this happened to you.

What are you selling? In 20+ years and over 20,000 sales and I have never once had that happen
