blocking a buyer

I cannot find where to insert the name of the person I need to block.  I have gone into 'blocking a buyer' and am told to go to my listing page.  When I am listing? I can't find where to enter this particular seller.  Do I go into an existing listing or do I have to create a new listing?  Where on my listing page?  This is very poorly conveyed.  Please help.  Thank you.

Your blocked bidder list is not in a listing; it's one of your site preferences. It's a list of user IDs which will be blocked from buying/bidding on ANY of your listings.
