When did eBay start restricting the sale of R-404a refrigerant, and is there a banned product list?

I can list 134a and 407a and MO99 refrigerants, but eBay is not allowing me to list 404a refrigerant. And the link in the warning message does NOT include any specific refrigerant info. Where can I find this?
