Why don't buyers earn Ebay Bucks on shipping fees if we pay seller fees on shipping?

How do warranties work if selling an item on Ebay

If I sell a new item that came with a 1 year warranty, can the buyer take advantage of that warranty if still within the warranty period? Wouldn't all they need is the serial number from the item if contacting the manufacturer? Thanks.
