Promotions manager not letting me put certain items on sale...why?

I have put some items on 5% sale today thru the promotions manager. Two of the items it is saying "skipped" for Price? What does that even mean? And when I try to put the two items on individual sale for 5% off, they won't list at all. What is going ...
