If a customer orders and then cancels a "promoted" item, do I still have to pay the "Ad fee"?

A customer of mine bought an item that I consented to a 4.5% promotion fee. It sold, but then the customer requested a cancellation. Now, I have a $49.00 "Ad fee" on my Account Status that seems unfair to keep. Can it be removed?

Cancellation Pending For Over a Week
