Is there a problem with the usual monthly 50 free items to sell promotion?

I just listed something as i ususalky do every first of the month, under my free listings, and it showed a charge at the end of $0.35 ... is the promotion not working? Is this a glitch. When i go to the promo it shows 0 out of 50 used.
