Buyer wants to Pick Up Item

Good morning, everyone. My buyer lives nearby and wants to pick up his purchase. I'm fine with this, but wonder how I can accommodate ebay's tracking number requirement. Won't I get a defect for non-shipment? Thank you for your kind advice.

Buyer Requirement: Block Buyers with a negative feedback score

Just wondering.... If eBay will not allow a Seller to leave a Buyer Negative Feedback, then why is there an option under "Buyer Requirements" to block "Buyers with a negative feedback score".
