How do you add a video to a listing?

I was charged 13.6% for an item listed as musical instruments & Gear

New to selling. I read the musical instruments & gear category has a 6.7% up to $7,500. I just some an item for $150 and was charged 13.6%. Can someone help explain why this happened or how I can ask for a correction.Thanks.
