Resolved! What constitutes an "Interested buyer?"

Seems like people do not have to necessarily "watch" or bookmark your items to be considered an "interested buyer" that you can send bulk offers to. Anyone know what makes a potential customer an "interested buyer" in a technical sense?

Resolved! Sending Offers

I sent offers on a few of my listings, but now I can't find which ones I sent the offers to. The new icon on Seller Hub's Manage Active Listings called "All Filters" has no choice for "Offers Sent" anymore. I'm completely stumped. Can anyone help me?
