Why am i being charged listing fees on auctions?

i have a store. I’m supposed to get 500 free listings a month. I don’t even have a hundred up yet every time I list an auction item, it says i have to pay .10 (sometimes .20) for the listing? Why?

sales down over 80%

Since I started using promoted listings my sales come to a snail pace. I sell a variety of items. New but was doing well, no next to nothing. I stopped promoted sales this morning to see if that helps. Any one else having issues?
