Negative feedback after declined return

I'm curious. If a buyer files a return request well after your 30 day window, and you decline it within ebay, is the buyer able to leave you a negative feedback afterwards? It's not like ebay closed the request out in your favor or anything.

Sighs deeply. WHY did they think not being able to request a total on a phone was a good idea? If the buyer works with me we can get it done, but they shouldn't have to. It should be as easy as add to cart then request the total.
