Promoted listings? Are they worth it?

With the new policies on promoted listings, I've heard a lot of people say they're going to stop using them. I've heard people say they never promote. I've heard advice that you need promoted listings of at least 2%. What is your method or thoughts? ...

I've had a few non payments lately. Why do we the sellers have no recourse or ability to leave them feedback to worn other buyers? I seems e-bay will not allow any feed back in these cases. Has e-bay answered anyones concerns about this issue?
