how to respond to an expired offer

Hi, I had a pending offier which expired yesterday. I didnt realise. I would like to accept offer but now it seems I can't. I can see who the buyer was but there seems to be no way of contacting him/her. Can anything be done or is it gone for ever.

Anyone else noticing

Chinese resellers are offering pennies on the dollar? And many are not paying or asking to cancel after an Unpaid Item strike because the USPS is not shipping overseas. Guess they know they have us over a barrel now.
