When I sell an item on eBay, I have them pay state taxes where applicable. When the buyer pays, is the taxes withheld from payment by eBay then forwarded to state or am I getting entire amount and my responsibility to pay state?

Is there a way to change how long an offer is sent to a buyer? I’ve received offers that are good for 24 hours from sellers but every time I send an offer to buyers they last 48 hours, which is often too long
