Is eBay throttling (directing, controlling) sales except for Big Box Sellers

It seems eBay is and has been for many years controls visibility of what listing we see, and even promote some listing over others. I feel this is having a significant effect for all sellers especially small sellers.Ideas?

The last week or so whenever I make a new listing the option to automatically relist the item up to 8 times has disappeared. Anyone know anything about this? Is It related to the switch to managed payments? Is there a way to get it back? Thanks
